BARTHOLOMEW COUNTY, Ind. – At their Monday meeting, the Bartholomew County Commissioners approved three contracts with Malinowski Consulting, Inc. One agreement is for an annual allocation plan, and the two other contracts are for monthly reimbursements from the federal government for particular costs related to Title IV-D child-support services work. These monetary charges include payroll, liability insurance, and office space.
Carmel-based Malinowski Consulting, also known as Malcon, is in the business of collaborating with local governments to optimize revenue for their programs and has been utilized by Bartholomew County for over 25 years.
Title IV-D is part of the Federal Social Security Act and performs such functions as locating non-custodial parents, establishing paternity, establishing child support and medical support orders, and enforcing payment of child support. Malcon is not directly involved in performing these functions.
